Sheitelman believes that the introduction of a bill to the State Duma of Russia recognizing Ukraine as a sponsor of terrorism is a PR aimed at the population of the Russian Federation. The Kremlin, on the other hand, needs to somehow explain to its population the slow pace of the advance of the Russian army.

Then Putin had to argue and prove something to the people and the parliamentary opposition. For this, houses were blown up in order for the Russians to support the war in Chechnya.

Today, Putin is the absolute ruler of Russia. He can simply do whatever he wants, he does not have to consult with the people, there is no opposition – she is all in prison, – Sheitelman explained.
