Ombudsman Dmytro Lubinets and Defense Minister Rustem Umerov discussed the rights of the military, mobilization, and additional protection for the families of missing persons and prisoners.

Legal protection of the military
During the meeting, the parties focused on protecting the rights of military personnel and their families.

Lubinets noted that in 2024, his team worked on issues of legal protection in the security and defense sector. During this time, the Commissioner's Office received about 30 thousand requests, of which almost 4 thousand were from military personnel.
— Every right, every request is not an abstraction. This is what we responded to, restored rights, carried out monitoring visits, in particular to military units, initiated changes to legislation so that our soldiers would have more guarantees of their rights being observed, – Lubinets noted.
Another important issue discussed during the meeting concerned mobilization and cases of so-called “busification”. The Ombudsman added that active work is planned together with the Ministry of Defense to completely eradicate such phenomena in the future.
Results of the meeting
The Ombudsman and the Minister of Defense agreed on the following actions:
- Proposals for additional protection of families whose loved ones have gone missing or been captured will be developed and submitted in the near future;
- The Minister of Defense proposed a number of initiatives to improve recruiting processes, which received support from the Ombudsman;
- Umerov assured that each case of violation of the rights of military personnel will be considered by the military service law and order.
Earlier, Lubinets noted that cases of so-called “physical busification” โ the forceful pulling of men of draft age onto buses by employees of the Territorial Recruitment Centers โ had begun to decrease.
