Decree on mobilization with a “backdoor”
So, according to Russian media, only in Moscow they plan to call up to 16 thousand people, and in St. Petersburg – about 3.2 thousand.
The Russian authorities thought of justification for this even at the stage of creating a decree on mobilization. So, it contains the 7th secret item, which refers to the number of people to be mobilized. It was not made public along with the decree.
This nuance was previously mentioned by the press secretary of the President, Dmitry Peskov. He said that the seventh paragraph indicates the number of people to be mobilized, but did not specify exactly what number he was talking about. According to him, the Kremlin cannot disclose this paragraph of the decree, because it is for “official use”.

Moreover, Peskov brazenly declared that it was not necessary to know the 7th paragraph of Putin's decree, because Defense Minister Shoigu had already announced the number – 300 thousand mobilized. Now he calls the information about the increase in the number of conscripts a fake.

According to the Russian media, although the Russian authorities have gone to mobilization, which they have been delaying for a long time, they are trying not to make too much noise. To do this, new “vaneks” are recruited mainly in rural areas, because there are no media and opposition there, and support for the “special operation” is greater.
