The Minister of Justice Denis Malyuska spoke about this on the air of Channel 24. He also noted that they will not reopen the inactive colonies yet.

We are now actively negotiating funding with donors and the Red Cross, because we don’t really want to spend state funds on such a story, says Malyuska.

As for the use of prisoners for post-war reconstruction, it is indeed possible. However, we have always been able to use criminals for such options, this is not prohibited. But such actions are not very popular in the country, because they are not a qualified workforce and they need constant monitoring, the Minister of Justice of Ukraine is convinced.
There are three guards for one prisoner, so it’s not very profitable for us, noted Denis Malyuska.
