The Ukrainian Ministry of Health has asked law enforcement to inspect the enterprise that was chosen to restore the Okhmatdet children's hospital after it was hit by a Russian missile on July 8.
Head of the Ministry of Health Viktor Lyashko reported this on his Facebook page.
Restoration of Okhmatdet: the Ministry of Health has initiated an investigation by law enforcement
According to him, on July 19, the Okhmatdet Charitable Foundation — healthy childhood, having agreed on the evaluation criteria and methodological recommendations for evaluating competitive proposals with Okhmatdet, announced a tender for ongoing repairs and interior decoration of the building of the Modern Medical Diagnostic Complex of the NDSB Okhmatdet “for the scope of work for which a defect report has already been made& #8221;.

— Based on the results of the tender, 17 Ukrainian construction companies came forward with proposals to participate in the current repairs, 14 of which appeared for the competition. Each participant was assessed according to 5 criteria: interview, personnel assessment, assessment of material and technical base, experience, price offer. Some companies have been eliminated due to violations of the principle of integrity, in particular open criminal proceedings, — Lyashko told.
As a result, based on open source data, as well as an analysis of the documents provided by the competition participants, the working group of the Okhmatdet NSDB was recommended to select Bud-Technology LLC as the winner, which was publicly announced by the head of the hospital.
— The contract has not yet been signed, since the company's ability to perform all the necessary work was being studied. I see that this choice has caused a stir, so today we contacted law enforcement agencies to conduct additional checks. For my part, I would like to emphasize once again that my team and I are doing everything we can to ensure that the process is absolutely transparent, — emphasized Lyashko.
The Minister of Health added that for the sake of transparency, he will be present at Okhmatdet on July 2 together with the hospital management so that “all those who wish will have the opportunity to ask questions”.
Competition for the restoration of Okhmatdet hospital
Recall that earlier journalists from the publication Nashi Dengi reported that the competition for the renovation of Okhmatdet hospital was won by a company that offered an inflated price. According to their information, the company Bud-Technology LLC estimated the cost of the work at UAH 307 million, although this is the third most expensive price of those offered.
According to journalists, out of ten offers that were cheaper, at least seven had fully completed commercial documentation, which indicated prices for various types of work.
Okhmatdet claims that the competitive selection conducted is not a tender in the sense of the Law of Ukraine On Public Procurement, but is a private competition, since public funds are not used to restore the medical institution, but donations from people.
