As of Friday, November 17, more than 4.3 thousand Ukrainians were captured by Russia. These are both military personnel and civilians.

Such data was published by the Ministry for the Reintegration of Temporarily Occupied Territories of Ukraine.

The department clarified that 8 meetings of the Commission have already taken place to establish the fact of deprivation of liberty as a result of armed aggression against Ukraine.

“Based on their results, the fact of deprivation of liberty was established in relation to 4,337 people (3,574 military and 763 civilians),” the ministry noted.

Data on captured citizens is entered into a special register. Its administrator is the National Information Bureau (belongs to the management of the Ministry of Reintegration).

Based on the results of the commission’s work, one-time and annual assistance payments are made from the state. Since the beginning of 2023, 422 million UAH have been paid to those released from captivity, as well as to the families of prisoners of war, civilian hostages of the Russian Federation and political prisoners.

To receive funds, you need to send a package of documents to the Ministry of Reintegration (application for assistance; documents confirming the fact of deprivation of liberty as a result of Russian aggression; a copy of an identity document; a certificate with the details of the bank where the applicant’s personal account is opened).

Release of Ukrainians from captivity: what is known

Ukraine would like to conduct an exchange of prisoners of war in an all-for-all format. As the head of the Main Intelligence Directorate, Kirill Budanov, noted, there are obstacles on this issue from the Russian Federation.

The occupiers are creating terrible conditions for captured Ukrainian soldiers. According to the Office of the Attorney General, about 90% of prisoners of war suffered torture, rape, threats of sexual violence or other forms of ill-treatment in Russian captivity.
