According to Russian media, when asked by propaganda journalists about a possible border closure, Putin's spokesman Dmitry Peskov replied:

Deputy Russian Foreign Ministry Yevgeny Ivanov also denies plans to impose restrictions on leaving the country.

“If we talk about the Foreign Ministry side, we have not heard even a study,” – he says.

Recall that Putin's decree states that within three days after the publication of the document, it is necessary to “offer proposals on measures taken in the territories where martial law has been introduced.”

Also on October 19, Vladimir Putin introduced a medium level of response to border regions with Ukraine: the regime operates in the occupied Crimea, Krasnodar Territory, Belgorod, Bryansk, Voronezh, Kursk, Rostov regions and Sevastopol.

What does the martial law regime on occupied territories

  • ban on citizens leaving the country;
  • evacuation of economic, social and cultural facilities, as well as temporary resettlement of residents to safe areas;
  • introduction of a special regime for entry and exit to the territory, as well as restriction of freedom of movement on it;
  • Attraction citizens to carry out work for the needs of defense, eliminate the consequences of the use of weapons by the enemy, restore economic facilities;
  • Seizure of property necessary for defense needs from organizations and citizens with subsequent payment by the state of its value;
  • Introduction military censorship in the field of communications, as well as control over telephone conversations;
  • Detention of citizens and vehicles for a maximum of 30 days;
  • strengthening the protection of public order and the protection of military, important state and special facilities ;
  • Introduction of curfew.
