In Russia they want to significantly increase the number of people fit for military service. The government has issued a corresponding order.

According to the order, by 2030 the proportion of people unfit for military service should be no more than 17.5%, and by 2036 – only 16%.

For comparison, in 2024 there were about 19% of such people in Russia.
The Russian government also approved the “concept of a federal system for preparing Russian citizens for military service.” It talks about more active propaganda among young people of so-called traditional values and moral norms.
In addition, the government has approved a directive that by 2036, 90% of Russian youth should regularly engage in sports.
The CPD noted that after the start of a full-scale war against Ukraine, Russian policy and propaganda are focused on training people to replenish the army.
“This is further evidence that the only scenario currently being considered in the Kremlin is a continuation of the war. Only increased pressure from the world community can force Putin to stop,” the Center added.
