The judges were unable to elect a new head of the CCU/CCU
Today there were elections of the Head of the Constitutional Court. No candidate for this post received the required number of judges' votes.
Yes, on June 14, the judges were supposed to elect a new chairman of the Constitutional Court of Ukraine, but could not decide. None of the candidates received enough votes.
How the election of the head of the Constitutional Court takes place
According to the Constitution, the law and the rules of the Court, the election of the head of the Constitutional Court takes place as follows:
- Judges vote secretly for a particular candidate.
- A candidate is considered elected if at least 10 judges vote for him.
However, if none of the candidates for the position of the President of the Court received the required number of votes, as happened today, new elections are held.
When can the next elections be held

New elections must be held no later than one month from the date of the previous election of the President of the Court. The court must hold a repeat election no later than July 15, 2022.
Please note: Recently, the Office of the President said that the country needs a new judicial reform, since the previous one made the Constitutional Court inviolable. So the OP wants to rethink the need for the existence of the Constitutional Court.
Scandal from the Constitutional Court
- First of all, the Constitutional Court of Ukraine “glorified” its former head Alexander Tupitsky. In January 2021, he was informed by the State Bureau of Investigation of suspected perjury and witness bribery. Then Tupitsky was also suspected of arbitrariness. In December of the same year, the United States imposed sanctions against Tupitsky due to significant corruption schemes.
- On May 15, 2022, Alexander Tupitsky's term of office expired. Meanwhile, back on March 24, that is, already during martial law and tenure, journalists “caught” Tupitsky in Vienna. He is currently on the international wanted list.
- Note that Vladimir Zelensky wanted to remove Tupitsky from his post back in December 2020. In March 2021, the President canceled the 2013 decree of the fugitive Viktor Yanukovych, according to which Alexander Tupitsky was appointed to the post of judge. At the same time, the Law does not give the president the authority to dismiss judges of the Constitutional Court. Only judges of the Constitutional Court can do this, so the President’s actions were considered illegal.
- Interestingly, on December 30, 2021, the Constitutional Court paid Tupitsky more than 900,000 hryvnias of funds “under-received during the quarantine of 2020” funds. In total in 2020, Tupitsky earned more than 3.7 million hryvnia . Tupytsky's average salary was UAH 309,586.25.
