The government has approved the terms of stay abroad for men with an exit permit/Informant
The Cabinet of Ministers has changed the rules for crossing the state border of men liable for military service and the terms of their stay outside the country.
According to the Decree of May 20, 2022 No. 615, during during martial law, drivers, railway workers and athletes can leave the country. There was nothing about sailors in the decree.
Rules for crossing the border of drivers
During martial law, drivers carrying medical supplies, humanitarian aid for the needs of the Armed Forces of Ukraine, other military formations and the general population of Ukraine can leave the country. Permission to cross such drivers is provided by the Ministry of Infrastructure of Ukraine or the regional or Kyiv city military administration. To obtain such a permit, you must justify your trip.
Please note:after crossing the state border, drivers can continuously stay outside the country for more than 30 days. If the driver exceeds the period of stay or it turns out that the purpose of the trip was different, the Ministry of Infrastructure and military administrations will cancel their decision on permission within the next 7 days from the moment the violation was established.
Drivers of companies that have licenses for the right to international transportation of goods and passengers by road. In this case, it is possible to cross the border only on a vehicle that is a means of carrying out the economic activity of the licensee, the gross weight of which is 3,500 kilograms or more. If it concerns a cargo vehicle, then only 1 male driver can cross the state border on it, and if the vehicle, that is, a bus, then 2 male drivers.
Such people can continuously be behind border for no more than 45 calendar days.
Border crossing rules for railway workers
The decision to leave Ukraine for employees of Ukrzaliznytsia is made by the Ministry of Infrastructure, and for employees of enterprises for which freight rail transport is not the main type of activity – by the regional and Kyiv city military administrations at the location of such enterprises.
In general railway workers can stay abroad for no more than 6 months . The length of stay will be determined individually from the lists of railway transport enterprises.
Sports industry
During martial law, the following may leave Ukraine:
- Athletes included in the national teams of Ukraine in Olympic, non-Olympic sports and sports of persons with disabilities;
- Coaches from composition of national teams,
- Sports judges and other specialists providing organizational, scientific and methodological, medical support, anti-doping control.
If there are supporting documents for participation in official international sports competitions and educational and training meetings, such people can continuously stay abroad for no more than 30 days, but not less than the duration of the event, specified in the Unified Calendar Plan of Sports, Health and Sports Events of Ukraine for the corresponding year.
The period of stay abroad can be extended for men who, in the next 10 days after the event, will participate in another sporting event in another country.
