Ukraine will receive an invitation to NATO when the allies agree and Kyiv fulfills all the necessary conditions.
This position of the allies is spelled out in the declaration of the NATO summit taking place in Washington.

Allies also note the concrete progress Ukraine has made since the July 2023 Vilnius Summit on needed democratic, economic and security reforms.
— As Ukraine continues this vital work, we will continue to support it on its irreversible path to full Euro-Atlantic integration, including NATO membership. We reaffirm that we will be able to extend an invitation to Ukraine to join the Alliance when the Alliance members agree and the conditions are met, — says the declaration.
The decision of the NATO summit and the Ukraine-NATO Council, in combination with the ongoing work of the bloc members, is called a bridge to Ukraine’s membership.
— Alliance members will continue to support Ukraine's progress in interoperability, as well as additional democracy and security sector reforms, which NATO Foreign Ministers will continue to assess through a tailored Annual National Programme, — is emphasized in the declaration.
Previously, the US State Department said that Ukraine will not yet receive an invitation to NATO during the summit in Washington on July 9-11.
However, a “bridge to membership” will be laid, which will speed up the process of our country joining NATO.
