The language regarding Ukraine’s progress in the European Commission’s report will be “restrained,” but the final decision of the bloc’s leaders on opening negotiations is still ahead.
Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Olga Stefanishyna warned about this on her Facebook page on the eve of the official publication of the report.
The official noted that around the expected report of the European Commission “there are a lot of emotions and little understanding of the path that opened before us on June 23, 2022.”

— Living in constant “emotional swings,” we are often prone to categorical assessments. We don't hear praise behind criticism; and by concentrating on individual things, we lose sight of the main thing,” Stefanishina noted.
The official noted that Ukraine has done everything it agreed upon, reforms will continue in the future before and after the start of negotiations on membership in the European Union.
She emphasized that the report, which the European Commission will publish tomorrow, will tell about the progress of Ukraine (“in fact, incredible progress, as the President of the EC said from the rostrum of the Verkhovna Rada”) and will provide an understanding of further steps.
– But the wording will be restrained. And in this context, I will note three things: 1) Ukraine is part of a broader political puzzle of expansion, and the Report will be about exactly that; 2) reforms must continue, there will not be an exhaustive list of tasks; 3) The EC report is only the basis; the decision to open negotiations will be made by EU leaders in December,” she noted.
She concluded that we may not like it, we may not agree with it, and even consider it unfair, but what is important is that Ukraine has already raised the bar extremely high for all enlargement countries.
Stefanishina promised to provide detailed comments on the contents of the report after its official publication on November 8.
Let us remind you that the media learned that the European Commission will note in the report that Ukraine has fully fulfilled four of the seven criteria that accompanied the granting of the status of a candidate country for EU membership.
