The EU Council approved additional funding for training the Armed Forces of Ukraine

The Council of the European Union decided to allocate additional funding for training of Ukrainian Armed Forces personnel abroad.

The corresponding decision was published on November 28 on the website of the EU Council.

The training that will be conducted for the Ukrainian military is part of the program of the European Union Military Assistance Mission in support of Ukraine (EUMAM Ukraine).

The European Union announced that it will increase funding by €194 million, for a total of €255 million.

“The purpose of today’s decision is to continue supporting EUMAM in building the capacity of the Ukrainian Armed Forces, based on the needs of Ukraine and taking into account the growing volume and complexity of the training program,” the EU Council said in a statement.

This support will continue to facilitate large-scale training of personnel of the Ukrainian Armed Forces and will enable EU member states to provide the necessary training equipment and materials, the statement said.

To date, since the launch of the mission, more than 34 thousand soldiers have been trained in the Mission.

Context

It should be noted that the European Peace Fund, which is used to finance the project, is an extra-budgetary instrument of the European Union aimed at strengthening the EU’s ability to prevent conflicts, develop peace and strengthen international security. It allows the financing of operational actions with military or defense implications within the framework of the Joint Foreign and Security Policy (CFSP).

On 17 October 2022, the EU Council decided to establish EUMAM to assist Ukraine with an initial period of two years. The mission is a direct response to Ukraine's request for support addressed to the High Representative and provides individual, collective and specialized training to the Armed Forces of Ukraine, as well as coordination and synchronization of the activities of the Member States that provide training.

In a letter dated August 23, 2023, the Ukrainian authorities recognized the important contribution of EUMM in Ukraine and requested that EUMM training in Ukraine be extended to the National Guard, State Border Service, National Police and Security Service of Ukraine, that is, to those units that are under operational control Armed Forces of Ukraine.
