The mobilization bill requires balance, otherwise repressive norms will only harm the Ukrainian economy and not work towards increasing the army.

People's Deputy, Deputy Head of the Committee on National Security, Defense and Intelligence of the Verkhovna Rada Yegor Chernev, in a commentary by Yana Brenzey, host of the United News telethon, explained at what stage the consideration of amendments regarding the bill on mobilization in Ukraine is currently at.

— The committee is currently reviewing the changes. We went through about 700 edits in a few days last week. Starting Monday, we will begin to go through all the amendments up to 4.3 thousand again. I hope that over the next week we will consider all these amendments, and then we will send the bill to the hall, — he noted.

Egor Chernev explained what key changes were agreed upon at the stage of consideration of amendments in the Verkhovna Rada committee.

— When we considered the bill in committee, we set ourselves the task of fulfilling, on the one hand, the request of the General Staff and the Ministry of Defense. On the other hand, maintain a balance of rights, freedoms and justice for people. I think we managed to do this. Some repressive norms were removed from there, still at the committee level. Such norms will not work in the direction of increasing our troops, but to the detriment of the economy, — he thinks.

What will be changed in the bill

According to him, the ban on driving a motor vehicle remains for now, but the blocking of accounts for evaders has been removed.

— Second, we heard about the problems of people with disabilities and those who care for them. We are now looking for a formula that will not deprive people of care. On the other hand, we must close the loophole that is being exploited. Some evaders find people with disabilities, so one person can have nine caretakers. There must be one person who cares, — Chernev stated.

The deputy head of the committee explained that there should also be no discrimination between postgraduate students of contract or budget education.

— We have reviewed the basic norms, now we are moving on to make corrections. I think the bill will be balanced. In two weeks we can deal with the edits in the committee, and then take them to the hall. And then how long will it take — I don't know — said Egor Chernev.
