The commission excluded candidate Ruslan Gabrielyan from the competition for the position of director of NABU. The reason was that the latter does not have 5 years of managerial experience.
According to journalists, this decision was unanimously adopted on February 6 by all six members of the commission. Gabrielyan is a military detective who investigated the case against Oleg Tatarov.
What is known about the exclusion of Gabrielyan from the selection
Ruslan Gabrielyan ranked 2- th place in the ranking of the competition for the position of director of the National Anti-Corruption Bureau. But for lack of 5 years of leadership experience, he was excluded from the competition.
On February 6, the commission considered the issue of the candidate's non-compliance with the requirements of the law of Ukraine “On NABU” regarding his 5-year managerial experience – this happened at the height of the competition, when the candidate had already successfully passed the tests for legislation and logical tasks and took second place in the rating of 22 th finalists, – the message says.
The Office of the Prosecutor General explained the position at the request of the competition commission. They said that they did not consider one of the positions indicated in Gabrielyan's autobiography to be in charge. We are talking about the position of the prosecutor of the prosecutor's office of the Southern region of Ukraine.
Ruslan Gabrielyan himself does not agree with this decision. According to him, according to his functional duties, two prosecutor's offices were assigned to him:
- Dnepropetrovsk;
- Zaporozhye.
I exercised leadership in the subordinate prosecutor's offices of the garrisons. Conducted inspections, provided professional assistance in combating corruption in the military sphere. This is all written down in the relevant document, which I referred to when I wrote that this was a managerial experience,” Gabrielyan said.
He also said that he was very upset because of the termination of participation, but he would not appeal the decision. However, the military detective turned to the competition commission with a request to contact the prosecutor's office of the Southern region and demand a full written answer regarding his seniority.
In response, at Gabrielyan's request, Nikolai Kucheryavenko, First Vice-Rector of the Yaroslav the Wise National Law University, who is the head of the commission, said that, in his opinion, “the commission has all the information.”
Pay attention!According to the Office of the Prosecutor General, at least two candidates are taking part in the competition: Yury Belousov, Head of the Department for Combating Crimes Committed in the Conditions of Armed Conflict of the UCP (ranked 20th) and the Prosecutor of the Crime Prevention Department in the Prosecutor’s Office of the Internal Security Department of the General Inspectorate Opishnyak (ranked 16th). In the first place is Ruslan Kravchenko, head of the Buchansk district prosecutor's office of the Kyiv region.
What is known about Gabrielyan and the Tatarov case
- We are talking about embezzlement during the construction of apartments for the National Guard, in which Tatarov appeared. In December 2020, he was informed of suspicion of involvement in bribery.
- Subsequently, the Office of the President expressed doubt that Oleg Tatarov, Deputy Chairman of the Presidential Office, was informed of the suspicion in a legitimate way. According to NV, Tatarov avoids suspicion, so she was left at his place of work, handing over to the office of the OP.
- The NABU explained that the specified person may be involved in providing unlawful benefits for ensuring the issuance of an unreliable written opinion of a forensic expert in the case of the misappropriation of 81 million hryvnias from the National Guard of Ukraine.
- Ruslan Gabrielyan, who was in the group of NABU detectives, was also involved in this case. After a full-scale invasion, the detective was voluntarily mobilized.
