China will not participate in the peace summit scheduled for mid-June in Switzerland.

— The organization of the meeting still does not meet China's requests and the general expectations of the international community, which makes it difficult for China to participate, Mao Ning said at a briefing.

Russian Foreign Minister Sergei Lavrov suggested that China could organize its own peace summit, in which Russia and Ukraine would participate.

Chinese peace plan

More than a year ago, Beijing presented its 12-point peace plan for ending the war in Ukraine. The plan outlined general principles for ending the war, but without specifics. And recently, China and Brazil signed a joint statement calling for peace negotiations between Russia and Ukraine.

In January 2024, Ukraine invited Chinese President Xi Jinping to take part in the summit of world leaders in Switzerland, which will be held on June 15-16.

Chinese position on the Russian-Ukrainian war is the need to start peace negotiations:

  1. respect for the sovereignty of all countries;
  2. rejection of the Cold War practices – the security of one country should not be achieved at the expense of others, the security of the region should not be achieved by strengthening or expanding military blocs;
  3. ceasefire between Russia and Ukraine;
  4. conducting peace negotiations;
  5. solving the humanitarian crisis;
  6. strict compliance with international humanitarian law, do not attack civilians and civilian objects, respect the rights of prisoners of war. China supports the exchange of prisoners between Ukraine and the Russian Federation;
  7. China against attacks on nuclear power plants;
  8. China opposes the threat or use of nuclear weapons and the development or use of chemical and biological weapons;
  9. China supports the functioning of the Black Sea Grain Corridor.
  10. China is against unilateral sanctions that are not approved by the UN Security Council. (But in the UN Security Council, Moscow can veto the sanctions imposed on it);
  11. China is against using the world economy as a tool for political purposes;
  12. China is ready to promote post-war reconstruction.

Earlier, Hungarian Prime Minister Viktor Orban said he supports the Chinese peace plan.

US participation in the peace summit

Ukrainian President Vladimir Zelensky also called on US President Joe Biden to take part in the summit, but Washington has not yet confirmed who will participate.

It is worth noting that several European leaders and the United States have repeatedly called on China to further limit the export of dual-use goods and critical components to Russia.

China insists that its exports of dual-use products are regulated and that it maintains normal trade relations with Russia.
