The government is updating the criteria for booking employees, as well as the criteria for obtaining criticality.
As Prime Minister Denys Shmyhal reported, an audit of enterprises and organizations that have critical status and have the right to book employees was conducted by November 15.
What will change in the criteria for booking employees
The audit revealed a number of problematic issues that need to be addressed, Shmygal noted.

— First of all, regional and industry criteria for the criticality of enterprises will now be agreed upon with the Ministry of Defense and the Ministry of Economy, — he said.
Secondly, according to Shmygal, mandatory points for booking employees for the private sector will be the salary criterion and the absence of debts to the budget.
The average salary at the enterprise and the reserved employee must be at least 2.5 minimum wages, that is, at least 20 thousand hryvnia.
— This will reduce the risk of abuse when companies employ a person for the sake of a shadow agreement on booking, — the Prime Minister emphasized.
How will bookings be made from December 1
From December 1, all employee bookings will be made through Diyu.
Enterprises and organizations will be checked monthly to ensure that they meet all criteria.
The new booking conditions will be in effect from December 1. For all those who already have deferments, there will be a transition period to the new conditions until February 28.
By this date, all enterprises must resume booking their employees according to the new conditions, regardless of how and when it occurred.
Audit of critical enterprises
Recall that by November 15, Ukraine conducted an audit of enterprises that received the status of critical from local governments.
If the enterprise does not meet the criteria of being critical for the state, then the booking will be reviewed.
