The Ukrainian government has amended the resolution on the cost of remuneration of employees of local government administrations. The wage fund can be doubled.
This is stated in Cabinet Resolution No. 1223 of November 21, 2023.
The document establishes that local state administrations that belong to the territories of restoration and/or that belong to the territories in which hostilities are (were) taking place can receive additional funds from local budgets to pay workers up to 100% of what is approved in the state budget of Ukraine.

According to Government Decree No. 731 of July 18, 2023, a territorial community is classified as a restoration area if it has at least one of the following criteria:
- fighting took place on the territory of the territorial community;
- the territory of the territorial community or part of it was temporarily occupied;
- on the territory of the territorial community there is destruction of critical and social infrastructure, housing facilities as a result of military operations and/or shelling;
- The territory of the territorial community is characterized by significant movement of the population to other regions and/or other states and a sharp deterioration in the level of socio-economic development.
The list of territories where military operations are (were) ongoing or temporarily occupied by the Russian Federation can be found on the department’s website. The list is approved by the Ministry for Reintegration of Temporarily Occupied Territories.
