The Commission for the Coordination of Euro-Atlantic Integration approved the draft of the adapted annual Ukraine-NATO program, which will be presented in Brussels on Wednesday, November 29.
The government portal reported this on the evening of November 28.
The Cabinet of Ministers explains that the adapted Annual National Program (ANP) is Ukraine’s preparation for NATO membership. The main goal of the aRNP is to increase the defense capability of Ukraine as a future ally of the North Atlantic Alliance.

In the sphere of democratic transformations, references to the tasks that Ukraine is performing on the path of European integration are clearly recorded,” explained Olga Stefanishyna , Chairman of the Commission for the Coordination of Euro-Atlantic Integration of Ukraine, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.
The draft program has five basic sections:
- political and economic issues;
- defense and military issues;
- resource issues;
- security questions;
- legal issues.
Regarding political reforms, we are talking about transforming public administration, increasing transparency and promoting an inclusive political process.
The Cabinet of Ministers assures that the RNP is “coordinated and harmonized” with the reforms that are envisaged for the start of accession negotiations with the European Union, the recommendations of the G7, the International Monetary Fund (IMF), the Council of Europe, the Organization for Economic Co-operation and Development and other partners.
It is noted that during 2024 the program will focus on strengthening Ukraine’s defense capabilities through the development of planning, command and control systems. Change will occur through the implementation of NATO “standards and best practices”.

- effective democratic civilian control of security and defense forces;
- ensuring integrity, transparency, accountability in the security and defense sector;
- transformation of defense policy and planning;
- modernization of management and control systems;
- improving the strategic communications system;
- digital transformation, cybersecurity, information security and information sharing;
- transformation of the defense industry and introduction of modern technologies;
- resource management;
- expanding opportunities in the field of rehabilitation and reintegration of war veterans.
The next step is expected to be the presentation of the aNPP to NATO member countries in Brussels on November 29, during the NATO-Ukraine Council meeting at the level of foreign ministers.
Let us recall that following the results of the NATO Summit in Vilnius in July 2023, the leaders of the Alliance member states agreed to abandon the NATO Membership Action Plan.
But Ukraine’s progress in implementing the reforms necessary for NATO membership will be regularly monitored through progress in the aRNP implementation indicators.
Ukraine proposed moving from the practice of annual reporting on the implementation of the ANP to constant consultations with NATO on the implementation of the program within the framework of the work of the Ukraine-NATO Council.
