President Volodymyr Zelenskyy has put into effect the decision of the National Security and Defense Council of Ukraine (NSDC) of June 29 On the application of personal special economic and other restrictive measures (sanctions). The decision supports the corresponding order of the Cabinet of Ministers of June 27, 2025 No. 628-r.
Ukraine has synchronized its sanctions with the 13th and 14th EU packages
Presidential Decree No. 445/2025 of June 29 was officially published on the head of state’s website on Monday.
“This decision is about synchronizing EU sanctions – packages 13, 14 and the Iran package,” said Dmitry Litvin, presidential communications adviser.
— Apply personal special economic and other restrictive measures (sanctions) to: individuals in accordance with Appendix 1 to the Order of the Cabinet of Ministers of Ukraine dated June 27, 2025 No. 628-r; legal entities in accordance with Appendix 2 to the Order of the Cabinet of Ministers of Ukraine dated June 27, 2025 No. 628-r… The Ministry of Foreign Affairs of Ukraine shall inform the competent authorities of the European Union, the United States of America and other states about the application of sanctions, — the NSDC decision says.

13th and 14th packages of sanctions against Russia from the European Union
Let us recall that on February 23, the EU Council approved the 13th package of individual and economic sanctions against the Russian Federation. It was timed to coincide with the second anniversary of the full-scale invasion and aggressive war of Russia against Ukraine.
The package included almost 200 individuals and legal entities from different countries who were involved in the supply of equipment, in particular electronics and microchips used by the Russian Federation in the military-industrial sector.
On June 24, the EU Council approved the 14th package of economic and individual restrictive measures. It concerned another 116 individuals and legal entities responsible for “actions that undermine or threaten the territorial integrity, sovereignty and independence of Ukraine.”
In the energy sector, measures are envisaged to “ensure that EU capacity is not used to transship Russian liquefied natural gas (LNG) to third countries and thus reduce the significant revenues that Russia receives from the sale and transportation of LNG.”
The EU will also ban the transhipment of Russian LNG on EU territory for the purpose of transshipment operations to third countries.
