As of July 17, representatives of the TCC and SP have the right to send summonses to those liable for military service by mail with a list of attachments and a notification of delivery to the address of residence or registration, according to Cabinet Resolution No. 560.
Summons by mail from July 17
The summons will be sent by registered mail and will be considered served even if the person does not live there, since he had to update his data within the time limits specified by the law on mobilization, in particular indicating his exact address.
In addition, on July 9, the Cabinet of Ministers adopted Resolution No. 807, which will allow TCC operators to create agendas using the Oberig registry and centralize the process of printing them.

This will reduce the paper load on TCC and SP, say the Ministry of Defense.
— From now on, the TCC will be able to generate agendas using the Unified State Register of Conscripts, Military Personnel and Reservists, which significantly simplifies and speeds up the procedure. The Ministry of Defense and the General Staff initiated changes to the Procedure for conscripting citizens for military service for mobilization during a special period, — the message says.

If such an agenda is generated, the head of the TCC and JV or his department must apply a qualified electronic signature on the day it was generated.
It should be noted that the method of notifying those liable for military service has not changed — Subpoenas will continue to be served in person or by mail.
When a summons by mail will be deemed to have been duly served
Proper confirmation of notification of a call to the TCC in the case of sending a summons by postal means will be considered:
- day of receipt of such mailing;
- day of marking the refusal to receive the postal item in the postal message;
- day of marking the absence of a person at the address of residence, reported by this person to the TCC when clarifying military registration data;
- day of marking the absence of a citizen at the address of the declared or registered place of residence in the manner prescribed by law, if this person has not informed the TCC of a different address of residence.
A summons to the TCC is sent no later than within the next day after the summons is signed by the relevant manager.
At the same time, the day of appearance when summoned by a reservist or a person liable for military service is determined no earlier than the 14th day from the sending of the summons by registered mail with acknowledgment of receipt.
