Speaker of the Verkhovna Rada Ruslan Stefanchuk stated that there should be an institution for recalling deputies in Ukraine, and there should be more grounds for depriving them of mandates.

He expressed this opinion in an interview with the Ukrainian News publication.

The Speaker of the Verkhovna Rada explained that the list of grounds for which a deputy can be deprived of his mandate is spelled out in the Constitution, but it is impossible to change it during a war.

Therefore, against the backdrop of scandals arising around people's deputies, Ukrainians are outraged and registering corresponding petitions — to deprive them of their powers.

Stefanchuk noted that now everyone should understand that during martial law, the Constitution cannot be changed. According to him, the Constitution alone provides for seven cases in which people's deputies can be deprived of their powers.

– And all those deprivations of powers that took place in general, despite all this hype that was in society, we tried to carry out exclusively in accordance with these same points of the Constitution, – said the speaker of the Verkhovna Rada.

He also added that this was done so that none of those who were deprived of their parliamentary powers would have a legal chance to refute this in court.

Stefanchuk explained that even despite this, the former deputy, but current traitor, Medvedchuk is currently suing the Verkhovna Rada for illegally depriving him of his parliamentary mandate.

– But as a lawyer… I am absolutely calm about the prospects of this court case. It would have been worse if we had made this decision on the back of this hype, revolutionary expediency, without observing the requirements of the Constitution. Then he would have had every chance of winning the case in court. And this is the basis for me, because everything we do must be measured against the Constitution, – said the head of parliament.

Is it possible to increase the list of grounds for deprivation of parliamentary mandates

Stefanchuk noted that given that the Constitution was written a long time ago, there should be more grounds for deprivation of mandates now.

– One of them, in particular, is absenteeism. That is, if there is absenteeism and you do not fulfill your powers, this is grounds for you to be deprived of powers. The second ground is button pushing. Can this list of cases be expanded? Undoubtedly, it can, – explained the speaker of the Verkhovna Rada.

According to Stefanchuk, in the context of democracy, it is necessary to think about the institution of recalling a people's deputy.

– About how the people who elected a deputy have the opportunity to recall him back. This is an absolutely normal practice that exists in many countries of the world, – summarized the speaker of the Verkhovna Rada.
