As the political scientist noted, such a meeting is unprecedented. He stressed that 30 NATO member countries and 10 countries that are not members of the Alliance have gathered in Germany. plays the function of a powerful nucleus,” said Sahakyan.
The political scientist stressed that we will be able to see this wider format if it is provided with resources and organizational support. This will probably fall on the shoulders of NATO and the US.
Why it is being formed
As Sahakyan explained, the creation of such a format is a signal that that the situation of the Russian-Ukrainian war is a systemic, and not a sudden excess. That is, we are talking about the constant confrontation between the authoritarian and totalitarian regime of Russia and democratic Ukraine.
On the basis of the case of the Russian-Ukrainian war, a number of both democratic and authoritarian and totalitarian regimes are now forming their position and behavior. At the same time, the extent to which Ukraine succeeds depends on the extent to which the whole democratic world succeeds. Sahakyan said.
In addition, the political scientist stressed, Russia actually started the third world war. At the very least, the inertia in which she launched this process suggests that the aggressor will not be able to get off the rails of war. As Sahakyan explained, the economy, propaganda and political machine will push the Putin regime to wage war, this is a way of their self-preservation.
At the same time, if they stop fighting, they will suffocate from internal problems and instability, which, thanks to they are trying to take out the war from their own borders to other states. That is, to switch the attention of society to their own problems to the fight against the next “enemy”, which is invented on the go.

- coordination mechanisms;
- necessary legal and regulatory changes to remove bureaucratic obstacles;
