German Chancellor Olaf Scholz said that a cessation of hostilities in Ukraine without negotiations and a roadmap to a just peace with the Russian Federation could lead to a new frozen conflict.
He stated this at the first plenary session within the framework of the global Peace Summit, which is taking place in Switzerland.
