In Odessa, the investigation continues into the large-scale scandal that erupted the day before between doctors and representatives of the Kyiv Regional Territorial Center for Recruitment and Social Support (RTCC and SP).
Updated June 12. The Center for Emergency Medical Aid and Disaster Medicine claims that the man, who was held in the TCC together with doctors for several hours, was not is an emergency worker as first reported.

Scandal in Odessa between doctors and TCC on June 11: first messages
According to one of the Telegram channels, which published a video of a fight in Odessa between doctors and representatives of the TCC, the scandal began after a visit to the complex center of the ambulance driver.
Reportedly, the man came to the Kiev district TCC and SP on his day off to update his military registration data.
However, due to the fact that the recruitment center allegedly decided not to let the man go anywhere, the latter’s blood pressure increased, so an ambulance had to be called to the scene.
However, subsequently the doctor and paramedic, who after the examination wanted to hospitalize the man, were allegedly also prohibited from leaving the TCC premises.
Other ambulance teams arrived on the territory of the TCC to free their colleagues. A large-scale protest by doctors with sirens and car horns turned on later turned into a fight.
One of the paramedics, in a comment to the Dumskaya publication, called this incident a peculiar reaction of representatives of the TCC and SP to the attempts of medical workers to obtain a reservation from mobilization.
Thus, Odessa doctors are outraged that police officers, rescuers and power engineers have reservations from mobilization, while doctors still do not have a clear answer to this question.
According to them, after the law on mobilization came into force on May 18, several paramedics visited the TCC and SP to update their military records, but received summonses and quickly joined the ranks of the army.

Emergency medical doctor Victoria Gonchar, who found herself blocked in the TCC on June 11, in a comment to journalists of the national telethon Edini novini, said that she never received an answer to the question on what basis the doctors were prohibited from leaving the territory of the TCC.
That is why, the woman says, they turned to colleagues and management for help.
Fellow doctors, the doctor notes, were able to at least turn on the sirens to protest against the violation of their rights.

The Odessa Regional TCC and SP claim that the incident occurred during the work of a mobile alert group consisting of representatives of the acquisition center and the police.< /p>
According to them, one of the citizens refused to provide identification documents and military registration documents, so he, along with police representatives, was detained and brought to the Kiev RTCC and SP of Odessa to update his credentials.
An hour later, as noted in the TCC, a group of people in medical clothing arrived at the acquisition center in an ambulance.
They claimed that they had arrived at the call of a citizen who had previously been brought to the RTCC and SP, and insisted on his hospitalization.
– These individuals referred to a diagnosis that had not previously been confirmed by doctors of the military medical commission. They refused to provide documents that would confirm their belonging to the healthcare system, notes the Odessa Regional TCC and SP.
Therefore, they continue, among the servicemen of the Kyiv RTTC and joint venture of the city of Odessa, a suspicion has crept in that those who arrived on call are trying to help the citizen avoid military service, for which he was declared fit by the conclusion of the military medical commission.
Representatives of the Kyiv RTCC and the joint venture of the city of Odessa called police representatives to the scene of the incident.
According to the TCC, the persons who arrived at the call also did not provide documents confirming their affiliation with the healthcare system, so they were detained to provide an explanation.
– After that, the detainees called the 103 line and reported the alleged “forceful detention of emergency service representatives” by officials of the Kyiv RTC and the Odessa SP. This information was quickly disseminated by dubious Telegram channels, – the regional TCC notes.
In addition to the ambulance crews, unknown civilians also arrived at the scene of the incident, provoking a fight. As a result of the incident both the serviceman of the Kyiv RTCK and SP and the representatives of the emergency service were injured.
Law enforcement agencies are conducting investigative actions to establish all the circumstances of the incident.
The management of Odessa TCC and JV is cooperating with the investigation and contributing to further coverage of the incident.
Fight in Odessa on June 11: police statement
The Main Directorate of the National Police in the Odessa region claims that the incident between emergency medical services workers and the regional territorial center for recruitment and social support occurred in the Kiev district of Odessa at about 13:00 on June 11.
Police identified and interviewed witnesses.
Individual participants in the incident were invited to the police station, where law enforcement officers are working with them.
Criminal proceedings were opened on the grounds of Part 4 of Art. 296 of the Criminal Code of Ukraine (hooliganism).

The Odessa Specialized Prosecutor's Office in the field of defense of the Southern region previously found out that the person liable for military service was taken to the TCC to determine the degree of suitability for military service.
On the way to the recruitment center, a man called an ambulance for himself.
Later, a conflict occurred between the medical worker and the representative of the RTCC and the SP, in which both parties suffered.
At present, urgent investigative and operational measures are ongoing, all the circumstances of the incident are being established, after which the actions of all parties to the conflict must be given a legal assessment.
Pre-trial investigation in criminal proceedings was entrusted to police investigators under the procedural leadership of the Odessa Special Prosecutor's Office for the Defense of the Southern Region.

The head of the Odessa Regional Center for Emergency Medical Care and Disaster Medicine, Svetlana Izosimova, in a commentary to ICTV Facts, noted that an official investigation into the incident began yesterday.

– The man was examined. We have a completed official statistical form which we are also currently reviewing. I also cannot report the diagnosis that was made to the citizen, because this will be determined by the commission, as well as whether this patient was subject to hospitalization, the extent of medical care he was provided, etc., – said Svetlana Izosimova. < /p>
The head of the Odessa Regional Center for Emergency Medical Care and Disaster Medicine notes: as soon as information was received that the team located on the territory of the TCC had problems leaving, I immediately sent there my deputy for disaster medicine and the head of the substation to which this team belongs.
– By the way, they successfully resolved organizational issues with the TCC management. We agreed, everything was fine. But during the official investigation that has begun, it will be established what led to other events that occurred after this, explains Svetlana Izosimova.
According to the head of the Odessa Regional Center for Emergency Medical Care and Disaster Medicine, all regional integration centers have copies of lists of persons submitted for reservation from her department to the Ministry of Defense and previously agreed upon with the military administration.
All district TCCs were familiarized with these lists so that the centers would know who is subject to booking when ambulance workers come to update their data.
The Ombudsman's response to the scandal in Odessa on June 11
The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, who had just gotten caught up in the scandal in Odessa on June 11, sent letters to the State Bureau of Investigation, the Military Law Enforcement Service, the National Police, and the Ministry of Internal Affairs demanding a legal assessment of the actions of the participants in the conflict.
– What is happening in the video is unacceptable! I will keep the situation under personal control, – assures Dmitry Lubinets.
In addition, the ombudsman notes, he is aware of other equally annoying cases, to which, he assures, he reacts in the same way and does not ignore.
Each of the parties, notes Lubinets, must be responsible for their actions in accordance with the law.
– Let me remind you that, in addition to constitutional rights, everyone also has responsibilities that must be fulfilled properly without harming other citizens.
The actions that took place in the Odessa TCC and SP certainly do not lend authority to any of the parties to the conflict, and even on the contrary – they discredit those who are now on the front lines fighting for the lives of our country and people.
It goes without saying that enemy channels are very successfully using this video to spread their propaganda narratives, the ombudsman notes.
Therefore, the Verkhovna Rada Commissioner for Human Rights called on officials of the TCC and SP to strictly observe the norms of the Constitution and legislation of Ukraine when performing their duties.
