The Kiev City Prosecutor's Office began an investigation into the statement of the Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets about possible cases of illegal departure of relatives of capital officials abroad under the pretext of evacuating orphans.

Law enforcement officers will establish whether officials of the Service for Children and Family Affairs of Kyiv and the Center for Social and Psychological Rehabilitation of Children No. 1 in Kyiv organized the departure abroad of several people, including their relatives, under the guise of employees of institutions accompanying children during evacuation abroad.

At the same time, the capital’s leadership claims that the ombudsman’s statement is based solely on assumptions and is not based on clear facts.
The Kyiv City State Administration noted that at the beginning of a full-scale war in February 2022, there was no clear algorithm for evacuating children outside of Ukraine.
—At the beginning of the full-scale invasion, Children and Family Services, with the support of local authorities, evacuated approximately 1,500 orphans to safety. As part of the evacuation group from the centers for socio-psychological rehabilitation of children in Kyiv, 67 children left for Germany, 30 continue to be evacuated, the administration said.
Of course, such children could not be evacuated without professional accompaniment, so an appropriate group of adults with experience working in children's groups and skills in accompanying children was formed.
In other words, those accompanying the children left without permits, but in those circumstances it was impossible to obtain such documents.
