Sanctions for Okhmatdet and the shadow fleet: Ukraine supported EU packages

Ukrainian President Volodymyr Zelensky signed three decrees by which Ukraine synchronized its sanctions restrictions with the 15th, 16th and 17th packages of sanctions of the European Union. The relevant documents were published on July 8, 2025.

The decrees are posted on the website of the Office of the President.

According to the decision of the National Security and Defense Council of Ukraine, the sanctions affect dozens of individuals and legal entities involved in supporting Russia's aggression against Ukraine, in particular, the supply of weapons, disinformation and the circumvention of sanctions.

The 15th package covers individuals from Russia, Belarus, China and a number of third countries. The list includes Russian pilot Alexander Azarenkov, suspected of carrying out an attack on the Ohmadit children's hospital in Kyiv. Also included in the sanctions is Gumich LLC, a manufacturer of combat robots used at the front.

The 16th package concerns individuals and legal entities from Russia, China, Turkey and other countries. Among those involved are the VOIN center, which is engaged in military-patriotic education of children in the occupied territories, as well as the Yuzhny Flot company, which is involved in shadow schemes for transporting Russian oil.

The 17th package of sanctions includes measures against companies and individuals helping the Kremlin circumvent export restrictions, particularly in the IT sector, shipping, logistics and drone manufacturing. The package is also aimed at combating the import of critical dual-use goods into Russia.

According to representatives of the Presidential Office, synchronizing sanctions policy with the European Union is an important step in putting international pressure on the aggressor.
