As noted by the US Department of Defense, this weapon was created on the basis of the RS-26 Rubezh intercontinental missile model.

On the afternoon of November 22, the Main Intelligence Directorate of the Ministry of Defense of Ukraine reported that the strike on the Dnieper was carried out from a Kedr missile system launched from the Astrakhan region Russia.
