Therefore, they are trying by all means to avoid trips to the war in Ukraine and do not want to sign contracts. This was told by the representative of the Main Intelligence Directorate of the Ministry of Defense of Ukraine Vadym Skibitsky.
The first months of the war were active
According to him, Russian citizens in the occupied Crimea are now refusing to sign or renew contracts for the aggressor country's defense ministry.
During the first months, the combat army of this country was actively recruited. It is known how these battalions were formed and are being formed. But now, we know, there are already signs that Russian citizens refuse to sign contracts,” Skibitsky said.
He explained their behavior by the fact that they understand that they will immediately be sent to fight in Ukraine.

What determines the number of refuseniks
As the intelligence official said, the number of refuseniks depends on the garrisons. According to him, this is observed where there are more losses, that is, in the warring units on our territory.
“I won't say protest moods, it's just people who don't want to renew the contract and break it. Because legally wars No. There is a “special operation” that allows you not to renew your contract upon returning to your unit,” Skibitsky says.
He noticed that lawyers remind them how to do it right. After all, if there was a war, this would be a completely different responsibility for disobeying an order.
Intelligence about what is happening in the war
- Vadim Skibitsky also said that by the end of the month, Russia plans to form 16 new battalions. Also – another building in the Nizhny Novgorod region. As of July 23, the aggressor country has already managed to collect 8 armored personnel carriers, in the short term – the same number.
- The GUR also noticed a certain trend in the military units that are deployed near the state border with Ukraine. They do not want to cross it, so they are doing everything so that the unit remains on the territory of Russia. To do this, they disable offensive equipment.
- Intelligence of Ukraine appealed to the residents of the temporarily occupied Energodar in the Zaporozhye region, as well as residents of the surrounding territories. They were called to help de-occupy the region. This can be done by transmitting important information to the Main Intelligence Directorate of the Ministry of Defense.
