The Institute for the Study of War noted that the occupation by the Russians of the Novolugansk and Ugledarsk hydroelectric power stations in the Donetsk region would not allow obtaining a convenient position to advance north in the direction of Bakhmut. In turn, the occupation of the Novolugansk and Ugledarsk power plants levels the line of Ukrainian defense and limits the advantage for the Russians, so they are unlikely to be able to use the capture of Novolugansk.

As for the continuous tactical and operational restrictions that the occupiers have on the battlefield, perhaps they will hasten the culmination of the offensive in Donbass and the capture of large cities of Donbass. The Institute of War analysts released the following key findings:
- Russia makes limited ground attacks north of Kharkov, east of Seversk, and east of Bakhmut;
