Dissatisfied Russian officers, who are in a difficult financial situation due to constant delays in salary payments, had a hand in the destruction of the headquarters of the Russian Black Sea Fleet in Sevastopol, along with the command.

Ukrainian officials told the Kyiv Post about this partisans from the Atesh movement who helped plan the special operation.

On September 25, Special Operations Forces confirmed the liquidation of the commander of the Russian Black Sea Fleet, Viktor Sokolov, and 34 other Russian officers as a result of the attack on the fleet headquarters in Sevastopol on September 22.
