International law works with facts. There is a partially recognized “state” that is not a member of the UN and the OPCW (Organization for the Prohibition of Chemical Weapons – Channel 24).

There is Russia, which is a member of the UN and the OPCW, which has recognized a partially recognized “state” and concluded an agreement on mutual assistance with him.

The use of chemical weapons

There is a statement by an official representative of the “state” recognized by Russia that he has and can use chemical warfare agents. There is a duty of the UN and the OPCW to investigate any cases of development, storage and use of chemical weapons.

There are different ways for OPCW inspectors and UNICC investigators to access the place of investigation. The simplest one is the good will of Russia. More complex is the forcible deblockade of a possible crime scene in Ukraine with the support of other UN members and the OPCW.

A threat to other countries

If Ukraine is not helped now, any territory that imagines itself a “state” , will be able to develop, manufacture, store and use prohibited weapons.

Or, more likely, Russia will be able to use such proxies for chemical attacks against other countries.
