A bill to extend martial law and mobilization has been submitted to the Rada
President Vladimir Zelensky introduced bills to the Verkhovna Rada to extend martial law and general mobilization in Ukraine for another 90 days.
Currently, martial law and mobilization continue until November 16, 2023. The head of state intends to extend them until February 14, 2024. This will be the ninth extension since the start of full-scale Russian aggression.
Russian missile and drone attack on Odessa
The Russian military attacked Odessa and the region with various types of missiles and Shahed attack drones, resulting in eight casualties.
A rocket hit was recorded in the city center and on an industrial building that was not in use. The blast wave damaged several multi-storey residential buildings and a museum in the historical part of the city, a UNESCO World Heritage Site.

Proceedings have been registered due to the Russian strike on the 128th brigade in Zaporozhye
The State Bureau of Investigation has registered criminal proceedings regarding the death of Ukrainian Armed Forces soldiers from the 128th brigade and residents as a result of a Russian strike with an Iskander-M missile on a populated area in the Zaporozhye region. The brigade has already confirmed the death of at least 19 soldiers.
The State Bureau of Investigation claims that an official investigation has been initiated into the actions of officials who organized an event for the Day of the Missile Forces and Artillery near the front line. A case has been opened regarding the negligent attitude of a military official towards service (Part 4 of Article 425 of the Criminal Code of Ukraine).
A preventive measure has been chosen for People's Deputy Gorvat
The High Anti-Corruption Court chose a preventive measure for MP Robert Gorvat, suspected of taking over land plots worth more than UAH 123 million. He was assigned bail in the amount of UAH 26,840,000 with a number of responsibilities until December 24, 2023 inclusive.
If bail is given for the people's deputy, then Gorvat must appear before the investigator, prosecutor or court upon request, not leave the territory of Ukraine without permission, report a change in place of residence or work, etc.
Suspicion announced for People's Deputy Nikolayenko due to fatal accident
People's Deputy Andrey Nikolaenko was informed of suspicion regarding an accident in the Zhytomyr region, which resulted in the death of an 18-year-old girl. According to the State Bureau of Investigation, he was driving above the speed limit.
Suspicion was declared based on the fact of violation of road safety rules by a person driving a vehicle, which resulted in the death of the victim – this is part 2 of Art. 286 UKU.
The SBI recalled that on the morning of November 3, on the Kyiv-Chop highway near the village of Berezovka, a Mercedes-Benz GLE, driven by a people's deputy, ran over an adult girl.
Dubinsky was assigned 24-hour house arrest
The Pechersky District Court of Kyiv chose a preventive measure for people's deputy Alexander Dubinsky, who is suspected in the case of a scheme for illegal border crossing for men. He was given 24-hour house arrest and wearing an electronic bracelet.
People's Deputy Dubinsky will need to hand over his international passport and other documents for traveling abroad to law enforcement officers for safekeeping.
The movement of trucks is blocked at three checkpoints with Ukraine
There are problems with the movement of trucks on the border with Ukraine due to the start of a strike by Polish carriers. Throughput capacity is no more than one vehicle per export and import per hour.
According to the Western Regional Directorate of the State Border Guard Service of Ukraine, Polish carriers blocked the movement of trucks at the Krakovets-Korcheva, Yagodin-Dorohusk and Rawa-Ruska-Hrebiene checkpoints.
Advancement of the Armed Forces of Ukraine on the left bank of the Kherson region
Ukrainian soldiers have made little progress on the left bank of the Kherson region, 3 km from the Dnieper River, analysts from the American Institute for the Study of War (ISW) reported.
According to geolocation footage from November 4, the Ukrainian Armed Forces occupy positions in Krynki (30 km east of Kherson and 2 km from the Dnieper River). According to Russian media, positional battles continue in Krynki and along the Peschanivka-Poima line (10 km east of Kherson and 4 km from the Dnieper).
Start of work of the IMF mission in Ukraine
An International Monetary Fund mission has begun work in Ukraine to review the EFF Extended Funding Program. According to the plan, it will work both offline and online.
