In the fall, official Kyiv and partners will likely reach the final stage regarding the vision of how a special tribunal should be organized for the crime of Russian aggression against Ukraine.
This was stated by Minister of Justice Denis Malyuska in a comment to Ukrinform.
Special Tribunal for Russian Aggression
As the minister explained, Ukraine is still negotiating with partners who are involved in the creation of a tribunal for the crime of Russian aggression. And although the discussion, as Malyuska says, has dragged on, lately the participants in the discussions “have come very far”.

— The approximate format of the tribunal, which seems optimal to the negotiating participants, is more or less defined. Everything looks more or less optimistic. There are chances that this fall, perhaps, we will reach some final compromises and a vision for the format of the tribunal, — he says.
At the same time, Malyuska warns that the final decision will depend on the members of the negotiating group (Core Group), as well as the vision of the governments and parliaments of the participating states.
— The key problem that was, is, and will remain, which needs to be monitored as a marker of success or failure of negotiations, — this is the possibility of condemnation of Putin and his inner circle by such a tribunal, — says the minister and adds that heated discussions continue about lifting the immunity of top politicians of the Russian Federation.
Creation of a special tribunal for the Russian Federation
Ukraine initiated discussions regarding the creation of a special tribunal for the crime of Russian aggression against Ukraine back in 2022.
For a long time there was no movement on this issue, since the participants could not decide on what exactly the format of the tribunal should look like. Ukraine insisted on creating an international tribunal, while the majority of partners advocated the creation of a hybrid format that would carry out legal proceedings under Ukrainian law, but with the support of international partners.
