On September 21, President of the aggressor country Vladimir Putin announced a partial mobilization. However, such a decision will no longer affect the theater of operations.
This opinion Channel 24 was voiced by a military expert, reserve colonel of the Armed Forces of Ukraine and military pilot Roman Svitan. According to him, Russia was late with the introduction of mobilization by at least six months.

He noted that such a step of the aggressor country can “shoot” in six months. Now Russia will only be able to “close the holes” formed during the conduct of hostilities with unprepared “cannon fodder”.
So there are no more “pluses” in such a step of the Russian authorities for the occupiers. According to a military expert, this may not even affect Ukraine, since our military is waging war in the conditions of the 21st century, in particular, they are working with long-range artillery.
“It is not so much the number of personnel that is important to us, but the presence of targets. And the more there are in one place, the better for our artillery , MLRS and missile forces,” Svitan said.

- On September 21, the head of the Kremlin, Putin, officially announced a partial mobilization in Russia. He said that only citizens who are now in reserve will be subject to conscription.

However, Alexander Musienko, head of the Center for Military Legal Research, noted that the Russians would probably only be able to call up 20% of the declared number – about 60,000 people.
- Russian citizens do not really like the idea of being sent as “cannon fodder” ” to Ukraine. Thus, the human rights movement “Spring” announced a protest action against partial mobilization. The all-Russian protest action should take place on September 21 in the centers of all cities at 19:00.
- Protest actions have already begun in some cities of Russia, in particular, Irkutsk and Ulan-Udi. The Moscow prosecutor's office is generally proactive and threatens with imprisonment for 15 years to the participants of the action, which is only scheduled for 19:00.
