The Center for Countering Disinformation warns of a major intensification of the Russian propaganda campaign in the first half of July 2025.
This is stated in the forecast published on June 30.
The main goal is to disrupt Ukraine's European integration
The main thrust of Russian propaganda will be aimed at discrediting the idea of Ukraine joining the European Union after the Council of Europe summit on June 26-27.

Pro-Kremlin media and politicians will continue to push messages about the threat that Ukraine’s integration allegedly poses to Europe itself.
In their statements, they will hint or directly threaten European countries that allegedly the EU’s support for Ukraine creates military and economic destabilization.
At the same time, pro-Russian speakers are becoming more active, spreading arguments against Ukraine’s membership, emphasizing the ambiguity of the EU countries’ position or the economic unattractiveness of integration.
The campaign aims to weaken trust in European institutions, create doubts about the wisdom of supporting Ukraine and deepen divisions within the EU.
Additional directions of information attacks of the Russian Federation
Along with attacks on European integration, the Center identified nine more key areas of Russian propaganda for the coming weeks.
Russia will step up its messaging about Ukraine as a failed state resorting to terrorism, continuing to use the term terrorism to describe Ukrainian attacks.
Anti-mobilization manipulations are expected to continue through the dissemination of fake videos and calls for resistance.
Against the backdrop of the BRICS summit, the campaign to position this format as an alternative to the West is intensifying.
Russian media will discredit the 18th package of EU sanctions, claiming that they are ineffective.
Manipulations around security in Europe, exploitation of the US-Iran escalation, attacks on the Armenian leadership, anti-Ukrainian rhetoric in Belarus on the eve of Independence Day on July 3, and an information offensive against Azerbaijan after the incident in Yekaterinburg are also predicted.
