According to the head of the Kharkiv Regional State Administration, Oleg Sinegubov, the enemy struck the central district of the city with ballistics.
Four casualties are preliminarily known. As of 12:50, the number of wounded has risen to 24.

— At this moment, 24 people have been hospitalized in Izyum. Among them is a 15-year-old girl who received a shrapnel wound and is in average condition. Three more people are in the operating room, medics are providing all necessary assistance, Sinegubov reported.
According to Mayor Valery Marchenko, the rocket hit the administrative building.
— There were no military personnel here. These are the buildings where our services worked: tax, social security, treasury. Civilians died, apparently they were near the passport office. Five of the wounded were hospitalized in moderate condition, the rest with minor injuries. The previous strike on the city was more than three months ago, Marchenko said.
A five-story residential building was damaged, there may be people under the rubble.
— Another person is under the rubble. The aftermath is ongoing. Rescuers, emergency medical care, and a canine service are working, — Sinegubov reported.
