On October 30, Russia and the DPRK signed a digital communications cooperation agreement that is intended to bolster the Kremlin's digital authoritarianism in order to strengthen domestic repression.
This is stated in a report by analysts from the American Institute for the Study of War (ISW).

Recall that in July 2024, the Prosecutor General's Offices of Russia and North Korea signed an agreement on joint work. Russian Prosecutor General Igor Krasnov said that the Russian Federation would like to study Pyongyang's judicial practice in the field of communications and information technology.

According to ISW analysts, these Russian-North Korean agreements are likely to help Moscow expand its methods of internal control and strengthen its control over the Russian information space, including through messaging platforms and VPN (virtual private network) services.
