After all, he was not only the financier of the Wagner PMC, but also sponsored the so-called Internet Research Agency. In fact, he ran a troll farm that supported Donald Trump in the 2016 elections. Then all the criticism was directed at Hillary Clinton.

Russia is looking for young leaders outside the country

The published information shows that Russia is focused on developing a network of young leaders. For the long term. They, the Kremlin hopes, will support or spread pro-Russian ideas in their countries. This will not be different from the work of the spy agencies of the Soviet era. Where they also planned to develop a network of ideological allies and informers around the world.

US citizens were recruited

In particular, this was done by Natalia Burlinova, whose name is mentioned in the indictment of the Ministry justice. It was just made public this year.

She is known to have colluded with the FSB to recruit Americans from academia.They were supposed to participate in the non-governmental organization “Creative Diplomacy”, which was created by Burlinova.

This organization calls itself a public diplomacy program for emerging leaders. Like, it contributes to their dialogue with Russia. And they already say that 80 people from different countries of the world took part in the program.

Interestingly, following the indictment in June, the US Treasury Department sanctioned two FSB officers. This, in particular, is about Yegor Popov, who was the curator of Burlinova. The Ministry of Finance noted that he controlled the work of the latter, and also provided her with a list of US citizens who could be contacted.

Burlinova's case is not the only one. The declassified analysis also highlights:

  • Andrey Stepanenko, who worked for the FSB from 2014 to 2019;
  • Maxim Grigoriev, who was director of the Foundation for the Study of Democracy, which disseminated anti-Ukrainian narratives on behalf of the Kremlin;
  • Anton Tsvetkov, leader of the Russian Officers group. The latter, on instructions from Russian intelligence, organized protests in Moscow, including near the US embassy.

And this is only part of what Russia is doing to spread its IPSO throughout the US and Europe. The Kremlin continues to recruit people, organize intelligence networks and use them to spread narratives that will play in favor of the aggressor country. Everything to make this IPSO long-term.
