Russian officials are 70% hopeful that the referendum will pass in their favor. This was reported at the American Institute for the Study of War on July 25.

The referendum may take place in mid-September

Russian occupation officials continued to set conditions for falsifying referendums on annexation in the occupied Ukrainian territories in order to annex these territories to Russia, probably around mid-September, the Institute writes.

On July 25, a Russian document entitled “Strategy for preparing and holding a referendum on the accession of the Donetsk People's Republic (DPR) to the Russian Federation”.

The document claims that Russian occupation officials hope to replicate the 70% participation rate and 70% approval in the rigged DPR referendum. The occupying “authorities” made their calculations on the basis of the population of the Donetsk region. But the document falsely notes that only one resident of Donetsk remains in the territories occupied by Russia.

From this one can understand that the results of the referendum will be false. The Institute says that this indicates that the Kremlin has long planned to occupy and annex the entire Donetsk region.

The document also refers to the use of the “sign of the voter.” It will help prevent double voting in elections.

This is a low-tech solution that can be easily bypassed if the occupying authorities decide to physically drop the ballot boxes rather than just announce their desired results after fictitious plebiscite, the message says.

Help . A plebiscite is a popular vote on the issue of the nationality of a certain territory or the political fate of the state. In some countries, any mandatory referendum is called a plebiscite.
