The Russians have stated that their goal now is to establish control in the east and south of Ukraine. Therefore, even they recognized the impossibility of capturing all of Ukraine, as they planned before.
According to British intelligence, the Russians' announcement of new plans for Ukraine is very eloquent. The desire of the aggressor to seize the Donbass and the southern part of Ukraine is an admission of the failure of the plan to gain control over all of Ukraine.
Russia wants to settle for less
After the failure the capture of Kyiv and defeats in the northern direction Russia began the “second phase of the war”, the goal of which is the complete occupation of Donbass and southern Ukraine.
British intelligence reports that the Russians understand that the war is not going according to their plan. They are going to use a different tactics of fighting, in particular, changes will be made to the conduct of ground operations.
The Russians will not stop bombarding Ukrainian civilian cities – they see it as a way to suppress the resistance of the population.
