The question of supplying Taurus cruise missiles to Ukraine remains open, but Germany will not become a party to the war.
German Chancellor Friedrich Merz stated this in an interview with the German news service Tagesschau.

According to him, it was always clear that if the Taurus were delivered, they would not be used by German soldiers, but by Ukrainian ones, as was the case with other cruise missiles, for example, British or French.

Merz noted that the Taurus system is extremely complex, so its maintenance requires extensive training for Ukrainian military personnel.
— The problem for us is that this system is extremely complex, and it takes at least six months to train soldiers on it. Are they already being trained? We have not yet agreed on this. I have spoken about this with Zelensky, I have also discussed this in the coalition. We have not started yet. This is and remains an option, — he explained.
The chancellor also noted that Germany will no longer publicly announce what weapons it is transferring to Ukraine, “so that Putin has a certain uncertainty about what we are doing militarily.”
“Only one thing is certain, and I repeat it in this program: Germany will not be a party to the war. And what he just said, or what you quoted here, is precisely what will not happen. Germany will not be a party to the war,” Merz added.
