During searches, people’s deputy Nestor Shufrich found a draft for changing the administrative-territorial structure of Ukraine, which was dated mid-July 2014.
As stated in the photo with the document that was received by order of the Babel publication, politicians planned to propose renaming the Donetsk and Lugansk regions into “krai” with broad autonomy.
The documents also provided for the holding of elections, the formation of separate “governments” and “parliaments”.

The document, which was dated July 2014, bears the signatures of Shufrich himself and the godfather of Russian President Vladimir Putin, state traitor of Ukraine Viktor Medvedchuk.

As journalist Andrey Dekhtyarenko notes, context is important in understanding these documents.
— It is clear that these are compromise proposals from Medvedchuk’s team made during the active phase of the ATO. A few months earlier, in the spring of 2014, the Russians, who were behind the Donbass separators, threw Medvedchuk out of the negotiation process; they did not need him. However, already at the end of May, the Ukrainian army began to actively restore control over the territory, just by mid-July the ring over the “people's republics” began to shrink, the cities were liberated one by one, — he writes.
Then, Dekhtyarenko notes, “Medvedchuk” again got into the process, who proposed a plan for the formation of “autonomous territories” instead of areas.
— Such a soft option, in his opinion, should suit both sides — but as a result it did not suit anyone. In August, the Russians introduced additional military forces into the ATO zone, which ultimately froze the conflict in the format of the existence of “people's republics”. And Medvedchuk was able to get involved in the topic that interested him already in the fall of 2014, as a mediator in resolving issues of coal sales and prisoner exchange, — he adds.
The journalist adds that the document can be called “interesting”, however, except for the historical heritage it has no significance.

For example, mandatory coordination with the “local government” leadership of the SBU and the Ministry of Internal Affairs in the “region”. Here we recall the separatist intentions of the Crimean “president” Meshkova 20 years earlier — It was the Ukrainian army and the SBU, not under Meshkov’s control, that prevented the conflict from flaring up.
