Reconstruction Conference in Tokyo: Ukraine and Japan signed more than 50 memorandums

At the conference on economic development and recovery, Ukraine and Japan signed more than 50 memorandums of cooperation between the public and private sectors of the two countries in various fields.

According to Japanese officials, among them — infrastructure restoration, mine clearance, agricultural development, improvement of the humanitarian situation, development of biotechnology, industry and information technology, as well as improvement of governance.

Japanese Prime Minister Fumio Kishida said in a keynote speech that the two countries would enter into an agreement to eliminate double taxation and begin negotiations to revise an investment pact to allow Japanese firms to join reconstruction projects in Ukraine.< /p>

In addition, an office of the Japan External Trade Organization will be created in Kyiv to strengthen business ties between the two countries. The Ministry of Foreign Affairs noted that Tokyo has relaxed its travel restrictions to increase investment in Ukraine.

Prime Minister of Ukraine Denis Shmyhal noted that a total of 56 documents were signed at the conference. Among them are intergovernmental agreements, memorandums, agreements between businesses and local government representatives.

In particular, we signed more than a dozen agreements to support the restoration of Ukraine with Japanese organizations: JICA, JETRO, the export credit agency NEXI and the Japanese Bank for International Cooperation.

— Grant agreements for the implementation of restoration programs and a number of documents were also signed between the Ministry of Agrarian Policy of Ukraine and Japanese companies, providing for the provision of various agricultural machinery and equipment to Ukraine, — the message says.

An agreement was also reached on cooperation in the field of education and technology.

In addition, Naftogaz agreed on a project in the field of wind energy, and the operator of the gas transportation system of Ukraine signed a Memorandum on preparation for the modernization of gas compressor stations.

Memorandums on energy, telecommunications, infrastructure construction and ecology were also signed at the conference in Tokyo.

Where Ukraine offers Japanese business to invest

The Ukrainian government is studying the experience of Japanese modernization and analyzing what allowed the Japanese economy to become one of the five largest in the world.

Now, according to Shmygal, Kyiv is offering to invest Japanese businesses in the following areas:

  • Energy. Nuclear generation, gas production and storage, hydrogen energy projects, hydropower;
  • Agricultural sector. Thanks to Japanese technologies and investments, we will be able to implement ambitious projects in the production of fertilizers and food products;
  • Infrastructure. Ukraine is interested in the participation of Japanese investors in projects for the construction of highways and railways, bridges, as well as in the restoration of destroyed cities;
  • Automotive;
  • Mining. Up to a third of proven European lithium reserves are stored in the depths of Ukraine. This resource allows you to create a closed cycle for the production of electric vehicles for their further export to the EU;
  • IT, digital technologies, cybersecurity. Ukraine offers one of the most favorable conditions in the world for IT companies in terms of taxes and regulations.

Previously, German Chancellor Olaf Scholz said that in 2024 Germany would provide military assistance to Ukraine in the amount of €7.1 billion.
