QR Disability Identifier: What is Known

Only those drivers whose vehicles are equipped with a special identification sign with a QR code confirming the presence of a disability will be able to take advantage of road benefits such as free parking or access to special parking spaces.

That is, a driver with a disability, along with information about the disability, must have a unique electronic identifier (QR code), which is attached to the sign.

The new rules apply not only to drivers with disabilities, but also to those who transport them.

In particular, the vehicle must display a special sign “Driver with Disabilities” , as well as a QR code confirming the corresponding status.

This sign will indicate the status of a person with a disability and will be used to verify the legality of using the provided benefits. Its type and rules for placement will be established by the Cabinet of Ministers.

Anyone who leaves a car in a specially designated parking space without such marking or without a QR code will be held accountable and will be fined.

When will the QR code identifier confirming disability come into effect?

The new rules will only come into force after the bill is officially adopted by the Verkhovna Rada. The document is currently being prepared for consideration.

In particular, the document provides for:

  • install a mandatory identification sign “Driver with disabilities” and a QR code on the vehicle for drivers with disabilities or those who transport them;
  • Introduce liability in the form of a fine for parking without the proper sign and QR code.

If the new bill is adopted, the fine for illegal parking in spaces designated for people with disabilities will increase to UAH 5,100. Currently, this amount fluctuates between UAH 1,020 and UAH 1,700.

The Department of Veterans Affairs emphasizes that this initiative is extremely important for people with disabilities, including a large number of military personnel who were injured during their service.

The aim of the proposed changes is to put an end to situations where special parking spaces for people with disabilities are occupied by unauthorized drivers.
