Thus, the Russian dictator said that some enterprises have not yet received the state order for 2023 and are not recruiting additional staff and are not preparing to increase production for potential orders in the future.

Putin claimed that the heads of enterprises informed him that they were not receiving any state orders under the current “conditions” in Russia and urged Manturov “not to play the fool.”

Manturov tried to soften the demand, saying that the ministry “will try to do everything possible,” to which Putin replied that there was no need to try, but to complete the task within a month.

Analysts say the incident is likely part of the Kremlin's ongoing information campaign to boost Putin's image as a wartime leader.

The Kremlin could have cut the controversy from its official transcript, but chose to release Putin's scathing response to identify other officials in the Kremlin as responsible for calling the Russian military base and threaten other officials.

ISW has previously reported that Putin has begun to make more public appearances, including visits to defense industries, despite previously limiting his involvement during the entire period of the war in Ukraine.

Putin is also likely trying to assuage Russian bloggers' criticism of the lack of modern military equipment and Russia's inability to build up the mission of its military-industrial base to support the war effort, the experts said.

What's more, analysts say Manturov's attempts to soften Putin's time frame indicate he's not sure the Kremlin can manage these contracts in a short amount of time.

The day before, Mikhail Podolyak, adviser to the head of the Presidential Office, said that Putin had a plan – to destroy modern Russia and make it what it should be – a backward, low-tech country.

Moreover, in his opinion, the goal of the Kremlin dictator is to bring the country to the point where no one needs it anymore. And which is also closed – people cannot leave there and influence any global processes.
