Russian opposition journalist Igor Yakovenko told Channel 24 about this. He stressed that Putin can only announce mobilization by his own order, without a meeting of the State Duma.

The journalist added that in order to declare war, a law is needed. And there is a possibility that the State Duma is now being assembled precisely for this purpose.
