Turkey has not ratified the Rome Statute and does not recognize decision of the International Criminal Court, that is, it is not subject to the need for execution.

Thus, Turkish law enforcement officers are not obliged to arrest Putin after the ISS issued an arrest warrant for him on March 17 2023.

ISS arrest warrant: what is known

  • On March 17, the International Criminal Court in The Hague issued an arrest warrant for Vladimir Putin due to the situation in Ukraine. In addition, Pre-trial Chamber II issued arrest warrants for Maria Alekseevna Lvovo-Belova, the Russian Presidential Commissioner for Children's Affairs. They were accused of committing a war crime, namely the illegal deportation and transfer of children from the occupied territories of Ukraine to Russia.
  • Subsequently, the Office of the Prosecutor General reported that the Russian president now has official status suspected of committing an international crime. This means that outside Russia, the Kremlin dictator must be arrested and brought to trial. After receiving the warrant, measures will be taken to search and detain the suspects.
  • Later, the aggressor country also responded to the arrest. Russian Foreign Ministry spokeswoman Maria Zakharova said that this decision has no significance for their state. She called the decision “insignificant” and the warrant a “prescription for arrest.”
