Who is Dyumin

Alexey Dyumin is a former bodyguard of Putin and his associate. He graduated from a military academy and in 1996 began working with Boris Yeltsin and Viktor Chernomyrdin. Dyumin accompanied the top leadership of Russia on trips to the regions and abroad, and also provided communications for the top officials of the state.

He later became Putin's personal bodyguard. After that, his career took off rapidly, and by 2012, he had risen to the rank of deputy head of the FSO Presidential Security Service. When Putin won the 2012 elections, Dyumin received a position in the Russian General Staff, then led several more military groups, and in 2016 became governor of the Tula region. He held this position until May 2024, when he became Putin's personal assistant.

In order to appoint new people to positions, Putin had to carry out “purges”. Thus, the Russian president fired the acting general secretary of the United Russia party Vladimir Yakushev from the Security Council.

Analysts at the Institute for the Study of War noted that Putin's friend and former guardian, 52-year-old Dyumin, is the youngest member of the Russian Security Council. However, ISW notes that he has been a staunch supporter of the Kremlin regime since 1999, when he first started working as Putin's bodyguard.

Currently, the Russian Security Council only includes those born around the 1950s and are “Putin's generation.” However, Dyumin's appointment may indicate that the Russian dictator is training a “new generation.”

Dyumin's appointment indicates that Putin is training a new generation of officials. Putin has been steadily promoting Dyumin, especially since the Wagner PMC mutiny in June 2023, when he became presidential aide for defense industry issues and secretary of the state advisory council in May 2024. Later, Putin instructed Dyumin to oversee Russia's response to Ukraine's invasion of the Kursk region, analysts noted.

The formation of a “new generation” is also evidenced by the promotion of 55-year-old Manturov, 61-year-old Linz and 63-year-old Skvortsova, who previously worked for Putin in various government positions.
