The training will be conducted within the framework of the international F-16 Air Force Capability Coalition, which operates under the auspices of the Ukraine Defence Contact Group and is responsible for the development of Ukrainian aviation capabilities.

The program is part of a larger effort by the international coalition to train Ukrainian pilots to fly Western F-16 fighters that are gradually arriving in Ukraine.

Portugal will use the largest portion of the aid – €20.5 million – to provide satellite intelligence to the Ukrainian Defense Forces.

Assistance will include optical satellite imagery and synthetic aperture radar (SAR) data.

These technologies enable the acquisition of high-quality images of the terrain in all weather conditions and at any time of day, which is critical for planning military operations and identifying enemy positions.

It is worth noting that Portugal and Ukraine previously concluded a bilateral security agreement, which provides for comprehensive cooperation in the areas of military training, arms transfer, intelligence, technical assistance and countering enemy propaganda.

The current aid package is a practical implementation of these agreements and demonstrates Portugal’s readiness to provide Ukraine not only financial but also technological support in the defense sector.
